Pipe class minimum — shallow cover omission

The RFP specifies Class III RCP as the minimum pipe class for diameters 24″ and under. Applicable §SD-401 requires Class IV pipe wherever cover depth is less than 3 ft. Profile sheets show cover depths of 2.1 to 2.8 ft at sta. 14+50 through 18+20 — Class IV would govern at those locations.

Channelizing device spacing — precedence not stated

The traffic control specification cites both the base manual (40-ft device spacing) and the local supplement (20-ft spacing in school and park zones). The RFP does not state which standard governs where they differ. The corridor passes two school zones, where the stricter standard would double the device count.

Liquidated damages above market for project size

The contract specifies $2,500 per calendar day in liquidated damages on a project with a $890K base. Comparable public-works projects in the $0.5–1.0M range typically carry $400 to $600 per day. The bid risk premium implied by this clause is roughly 5× the segment norm.

A senior engineer reads two hundred pages on a Sunday, marks the conflicts, drafts the clarification questions, and hopes nothing got through. Patient, expensive, easy to postpone — exactly the kind of work software should already be doing.

The hard part isn’t the reading. It’s that pre-bid review is the most expensive thing your firm does that nobody invoices for. So it gets pushed to Sunday, or skipped, and what you missed shows up later. Taro reads everything, asks the clarifications you would have asked, and hands you the file before the deadline.
